The number of war refugees from Ukraine registered in Germany has risen rapidly and could soon reach a million.
As of Friday, 831,900 war refugees were registered in the nationwide distribution system “Free”. This emerges from the internal overview of the system, which is available to the daily mirror. By the end of April there were 600,000 people.
Half of the federal states – especially Baden-Württemberg, Hamburg, Lower Saxony, Thuringia and Saarland – have taken in fewer refugees than provided for in the so-called Königstein key. Bavaria is the leader, the Free State has to take in 15.6 percent of the refugees, but with 148,000 refugees it is 17.8 percent.
All “valid figures based on a reasonable registration of Ukrainian refugees” substantiate this, Bavaria’s Interior Minister Joachim Herrmann (CSU) told the Tagesspiegel.
He criticized that the main focus was on Berlin’s problems. According to the findings of the federal and state police, a third of all Ukrainian war refugees would come to Germany via Bavaria.
“Nevertheless, the federal government was completely fixated on access from Poland to Berlin,” said Herrmann. “Only for the eastern access route did the federal government see the need to provide relief through special trains.”

However, the figures from the central register of foreigners and the distribution system show that Bavaria “has a greater overachievement of its share of war refugees than Berlin,” said Herrmann. Because of the high burden, he calls for a “just and fair distribution”.
45,700 war refugees are assigned to Berlin via the “free” system, 2,500 or 0.3 percentage points more than the allocation key would require. 55,000 Ukrainians have applied for a residence permit in Berlin. This would put Berlin 1.43 percentage points above the intake target. But according to the Senate Social Administration, it is unclear whether everyone is still in Berlin.
